The Biggest Difference: One Is Guaranteed, One Has a Waitlist
The Michigan Home Help Program is a State Plan benefit — an entitlement. If you qualify, you get it. There is no waitlist. If MDHHS approves your application, your family can start receiving care.
MI Choice is a Medicaid Waiver program. It is not an entitlement. There are a limited number of slots, and in many areas of Michigan, there are active waitlists. You might qualify — and still wait months to access services.

What Each Program Covers
Michigan Home Help Program
The Home Help Program focuses on personal care tasks — the hands-on daily help a person needs to live safely at home:
- Bathing and grooming
- Dressing
- Toileting assistance
- Mobility and transfers
- Eating assistance
The program pays a family member or friend to provide this care. Hours are determined by an MDHHS assessment. Caregivers are paid through ASAP. Caregivers enrolled through an agency like Home Help Navigators earn $18/hour as of January 1, 2026.
MI Choice Medicaid Waiver
MI Choice is designed for people who need a nursing-facility level of care but want to stay at home. It typically covers a broader range of services:
- Personal care (similar to Home Help)
- Homemaker and chore services
- Adult day services
- Home-delivered meals
- Medical equipment and supplies
- Respite care
- Care coordination
MI Choice is managed by Managed Care Organizations (MCOs) or Waiver Agents rather than directly by MDHHS.
